About Rail CREST
Rail CREST is a national research initiative led by Penn State Altoona and focused on practical research, education, and technology transfer for short-line and regional railroads.
Established through the Federal Railroad Administration's 2024 Consolidated Rail Infrastructure and Safety Improvements (CRISI) program, Rail CREST develops and transfers affordable technologies that improve the safety, efficiency, reliability, and sustainability of short-line and regional railroads.
The center connects faculty, students, public agencies, and industry partners around targeted research projects that can be tested, adopted, and scaled.
The center is directed by Dr. Hai Huang, with Dr. Shihui Shen serving as associate center director. Their work builds on Penn State Altoona's long-standing rail research activity and its ABET-accredited Rail Transportation Engineering program.

Short-line railroads support local economies, connect rural and underserved communities, and provide critical first mile, last mile freight service for industries including agriculture, energy production, and manufacturing.
Many short-line operators face aging infrastructure, limited safety and maintenance resources, and the need for sustainable operating practices. Rail CREST's research is designed to deliver practical, cost-effective solutions tailored to those conditions.

Rail CREST brings together faculty and researchers from Pennsylvania State University, University of South Carolina, University of New Mexico, University of Texas at Austin, Kansas State University, and Auburn University. The initiative is backed by short-line rail partners and guided by an Industrial Advisory Board to keep research aligned with industry needs.
